Under rule 90 of the Central Motor Vehicle Rules, 1989, the national permit would be issued under sub-section 12 or section 88 if GPS or tracking system is fitted to the passenger vehicle. After ensuring that the system is connected to the centralized vehicle portal of government of India, the vehicle would be registered and would be passed in fitness test. The practice would be followed to ensure safety of the passengers.

Regional transport officer Bhuwan Sharma said the device should be as per AIS 140. We will confirm that the GPS system is activated and connected to national portal. BSNL will power the system and connect it with our system. The system can be bought from anywhere but it should be as per norms specified by central transport ministry. If they follow the norm, they would be issued permit,’’he added. Sharma added that in effort to bring transparency in the system, Kullu RTO office is staring an initiative of accepting only cashless payments.
