The state government said there were several cases of drivers and vehicle owners violating the Supreme Court direction of not using good vehicles to ferry passengers.

“They risk the lives of passengers,” the notice said. Trucks and small goods vehicles transporting passengers for religious programmes and political rallies is common across north India.

The Supreme Court in 2009 had held that passengers were not “authorised” to travel in goods vehicles. “What we lack is proper… enforcement of the legal provisions,” said S P Singh of IFTRT, a think tank on transport issues.
