The draft amendment rules published by the ministry of road transport and highways (MoRTH) on November 2 says that the vehicles documents like registration, insurance, fitness, permit, driving licence can be produced before the enforcement authorities even in electronic format for which the necessary clause has been included by amending the rule 139 of the CMVR.

THIRUVANANTHAPURAM: Centre has come up with draft notification for amending Central Motor Vehicles Rules (CMVR) 1989 that will legalize documents relating to motor vehicles in electronic form before an examining authority, during vehicle checking.

The draft amendment rules published by the ministry of road transport and highways (MoRTH) on November 2 says that the documents like registration, insurance, fitness, permit, driving licence can be produced before the enforcement authorities even in electronic format for which the necessary clause has been included by amending the rule 139 of the CMVR.

“This would be a welcome step for the public, especially in this age of mobiles phones and similar gadgets. The citizens will not be required to carry documents in physical form while driving,” transport commissioner K Padmakumar said.

Earlier this year, the government had acknowledged the digital documents provided by the Digilocker application but vehicle documents offered by Digilocker includes only licence and registration certificate. Although electronic documents have been prescribed under the IT Act, 2000, the enforcement authorities were still pressing for physical documents as it has not been mentioned in the motor vehicle rules. The amendment would mean that the driver can produce even a scanned copy of the vehicle document before the checking authority.
