Delhi govt introduces new online form DS2
In order to facilitate business in the national capital and prevent evasion of taxes, Delhi government has decided to introduce a new online form – Delhi Sugam-2 (DS2).
In a statement issued by the government, DS2 form has been introduced in place of earlier T-2 form. Form will be filed in a non interactive mode through online/SMS and transporters and dealers won’t need to queue up for filling the form.
“All registered dealers of Delhi are required to file the details of invoices and goods receipt note in respect of goods purchased or received as stock transfer from outside Delhi. The information in Delhi Sugam-2 (DS2) Form can be filed online or through SMS,” said a senior government official.
The official claimed that DS2 form is more user friendly and simple in comparison to forms of other States like Karnataka, Punjab, Uttar Pradesh, Bihar, Gujarat andWest Bengal which seek much more information compared to DS2.
“The new form is much more simplified. The dealer is required to fill only 17 fields (out of which 4 are in drop down box) whereas in the earlier T-2 form a dealer had to fill 33 columns,” official said.
According to government, only one DS2 form is required to be filed by a buyer for multiple invoices, multiple commodities and multiple sellers for goods being transported in one vehicle. Whereas in earlier T2 form dealer had to file separate T-2 form for each invoice and also for each seller.

“In case of change of vehicle half way, due to break down or any other reasons, the changed vehicle/Palti vehicle Number can be updated by sending SMS, before entry in Delhi,” official also said.
Government said that in case the goods are being imported through own vehicle of supplier/buyer then only vehicle number need to be provided in form DS2. G.R. Number is not required.
” DS2 can be filed through SMS from the registered mobile number followed by online filling of remaining details. The driver of the vehicle is required to carry a printout or SMS of DS2 reference/unique ID with him,” official added.
Step 1. Visit website: www.dvat.gov.in
Step 2. Click on link: ‘Goods Movement (DS2)’
Step 3. Use your login ID and Password to login
Step 4. Fill your details in the DS2 form.
Step 4. Click on ‘submit’ to submit the form, after successful submission you will receive a SMS on your registered mobile mentioning therein DS2 reference I.D. which you have to note for future reference.
The DS2 details can be alternatively filed, in a summary manner, through SMS on Mobile number 7738299899. The format of SMS for summary submission shall be as under:
DVAT <space> DS2 <space> Total amount of Invoice/Invoices <space>Vehicle Number <Space>Likely date of entry in Delhi (dd/mm/yyyy)
Example: where total amount of invoice/invoices is 10000/-; Vehicle No. is DL-4C 2222; likely date of entry is 30thSeptember 2015

In case vehicle number, in which goods are being carried is not available at the time of
Filing through SMS:-
DVAT <space> DS2A<space>Total amount of Invoice/Invoices <space> Likely date of entry in Delhi (dd/mm/yyyy)
Example: where total amount of invoice/invoices is 10000/-; likely date of entry is 30thSeptember 2015
Send SMS as: DVAT DS2A 10000 30/09/2015
All other requisite details in form DS2 shall be submitted online within 48 hours of entry of
goods in Delhi.
If vehicle number is not available at the time of filing DS2 online/SMS, then the vehicle shall be updated by sending SMS, through any number including registered mobile number, on mobile Number 7738299899, before entry of vehicle in Delhi, in the following format:
DVAT<space>DS2B<space>DS2Ref.No.1,2,3,…..10<space>vehicle number.
Example: where DS2 reference no. are 0001 and 0002 and Vehicle No. is DL-4C 2222
Send SMS as: DVAT DS2B 0001,0002 DL4C2222
Maximum up to 10 DS2 reference numbers can be included in one SMS in above format. Hence, the Incharge of the vehicle can inform vehicle number in respect of 10 dealers in one go if the goods of all the 10 dealers are being carried over in same vehicle. Further, in case of goods more than 10 dealers in one vehicle, the vehicle Incharge has to send another SMS for same purpose in a similar manner.

DVAT<space>DS2C<space>Old Vehicle No.<space>Palti Vehicle No.<space> Likely date of entry in Delhi (dd/mm/yyyy)
Example: where old vehicle no. is DL-4C 2222; changed vehicle no. is DL-4C 5555 and likely date of entry is 30thSeptember 2015
Send SMS as: DVAT DS2C DL4C2222 DL4C5555 30/09/2015
