As per RTO officials, two-wheelers, three-wheelers, four-wheelers, fire brigade vehicles, ambulances and police vehicles will be exempted from the rule, while dumpers, trucks, roadways buses, city buses, school buses and tankers, will have to be fitted with a speed limit device (SLD) with a fixed speed limit of 60km per hour at the earliest.

Speaking to TOI, assistant regional transport officer (ARTO) Bareilly, RP Singh said, “Fresh directions have been issued to ensure that public transport vehicles such as mini buses, roadways buses and heavy vehicles such as dumpers, tankers, trucks, etc, are fitted with speed limit devices. Though the rule is already in place and vehicles are randomly checked for the installation of the device in vehicles by Bareilly RTO, fresh directions have again been issued to check non-compliance and strictly go by the rule. Besides, officials have been asked to launch enforcement drives to identify vehicles flouting the norm.”

The letter issued by transport commissioner to regional transport offices, a copy of which is with TOI, reads, “The vehicles that lack the device will be restricted from plying on the roads and drivers of both public transport as well as goods transport vehicles are not allowed to ferry passengers or transport goods until the device is installed in the vehicle. Also, till the time the device is not installed, the vehicle’s operator or driver will have to mention “vehicle lacks speed governor” or the fact that they are not fitted with an SLD on the front and rear side of their vehicle in red.”

ARTO Bareilly Singh added, “A contract with a private company, which will be given the task of installing SLDs in the vehicles, is currently underway and as soon it gets finalized, work of fitting speed governors in vehicles will be initiated.”
